These types of tall buildings and even (towards the centre) skyscrapers have been appearing all over Warsaw city centre for the past 10-15 years or so. The general theory is that the Poles are trying to block out the Palace of Culture from the Warsaw skyline, because of its deep Russian/Soviet cultural associations.
